Edmond Municipal Court offers the ASPIRE (A Smoking Prevention Interactive Experience) program for minors cited with vape or tobacco violations. This is an online educational program designed as an alternative to paying the full fine. Without ASPIRE, the penalty is a $130 fine plus $50 in court costs. If a minor completes the ASPIRE program, the court drops the fine and the violator pays only the $50 court costs.

Since August 2021, 151 citations have been issued for these violations, and 102 minors have completed the ASPIRE program. That is a strong completion rate. The program shows Edmond's approach to educating young people rather than just fining them.
